Goals:

To assist development decision making at all levels in Mozambique by facilitating the appropriate incorporation of disaster risk considerations.

 

Objectives:

  • To prepare a National Risk Information System
  • To establish a National Observatory for Disaster Statistics
  • To Enhance the National Early Warning System
  • To produce guidelines for the implementation of the National Disaster Risk Reduction Master Plan

Activities:

  1. National Risk Information System (National Risk Atlas): The existing risk assessment studies will be compiled and analyzed to identify their quality, completeness, and applicability for disaster reduction decision making. Gaps will be identified and the necessary support (methodologies and capacity building) will be provided so that local institutions can complete the preparation of a locally supported and validated National Risk Information System. Risk evaluations will be produced at the district level considering five hazards: earthquakes, floods, cyclones, droughts, and landslides. This System will be made accessible to all its potential users following the national decentralization agenda. Capacity building activities will be implemented targeting especially local authorities and users at the district level.
  2. National Observatory for Disaster Statistics: The collection, analysis and interpretation of historical disaster data is necessary for risk assessment and for measuring progress towards achieving the final goal of disaster risk reduction activities, that is, the substantial reduction of disaster losses. A National Observatory for Disaster Statistics will be established at the National Institute for Disaster Management, INGC, and the necessary training, methodology, and coordination will be provided to promote the systematic organization of disaster data into databases for analysis and use. Work in this area will include development and promotion of tools and standards for damage and loss assessment. Communication and exchange of information will be encouraged and facilitated with other countries where similar efforts are also being implemented.
  3. Enhanced National Early Warning System: The new information and risk understanding generated by the National Risk Information System and the National Observatory for Disaster Statistics will be applied to improve the existing National Early Warning System. Risk assessment results will be utilized to implement simulation exercises to test the suitability of the Early Warning System as well as the effectiveness of its application to local communities.
  4. Revision of the National Disaster Risk Reduction Strategy: Improved risk understanding at the national level will be utilized to set up guidelines for the implementation of the National Disaster Risk Reduction Master Plan. Risk reduction demonstration projects will be initiated in the most at-risk areas identified by the National Risk Information System.
