Frequency and maximum readings of floods generated by torrential rains is characterized on the basis of historic information analisysis and mechanical observations. In order to develop recommendations and norms for designing socio-economic and protection facilities in flood susceptible areas as well as for monitoring small river´s habits, the necessity of modern information systems application is being substantiated.
