It is an area vulnerable to flooding, in which because its geological formation are potential landslides, which increase because it also is a sensitive area seismically. Also the vegetation surrounding the city has evolved adapting to frequent natural fires and therefore requires of them to stay. The style of urban development as well as the restricted concept of what constitutes Tijuana green areas has increased the degree of risk to these natural disturbances. A strategy of urban forestry is proposed, geared especially towards the sides, creating a network of green areas, in order to reduce the risks to which people are exposed to floods, mudslides and landslides, at the same time to maintain the natural flow and reduce the current deficit of green areas.
