This article conducts an empirical study to the safety issues of old houses of metropolis of Shanghai.
It ananlyzes the risk factors and vulnerability of old houses in the urban area of Shanghai and points out the specific safety issues. It also argues that the following should be addressed in order to cope with the issues:
to improve the housing safety regulations and standards;
to establish the comprehensive safety management system;
to set up financial assistant mechanism;
to introduce market instruments such as old housing insurance;
to build a long-term mechanism featured by public-participating and social Management.
