This article tells a success story from Tijuana, Mexico about how the risk assessment has been used to support the local government to prepare evidence-based pre-Disaster shelter plan, conduce emergency drills, introduce the policy for using the private properties during an emergency, and pass ordiance to ensure the pre-disater shelter plan to be updated regularly, as well as make information on risk and shelter accessible to the public.
